Der Luftschutzbunker wurde 1939-1940 in der Nähe der Villa Budge errichtet, die ab 1938 vom Hamburger Gauleiter Karl Kaufmann genutzt wurde. Ab 1943 wurde der Bunker mehrfach verstärkt.
