This structure is part of Albania's massive 'bunkerisation' program implemented under communist leader Enver Hoxha between 1967 and 1986, during which hundreds of thousands of concrete bunkers were constructed throughout the country. These fortifications were built in response to Hoxha's extreme paranoia about foreign invasion and Albania's isolation from both the Soviet Union and China after breaking ties with both powers.
